Leah Bacon

Director, Investment Advocacy


Leah Bacon is our Director of Investment Advocacy under the Investment and Power Building division at CEO. In this role Leah is responsible for leading CEO’s federal advocacy in Washington, D.C. and strengthening our field building portfolio to leverage state and federal government investments across the country to build a more holistic reentry ecosystem.


Leah has spent the last decade working on criminal legal reform across research, policy, and government sectors. Prior to joining CEO, Leah worked for the Government of the District of Columbia supporting a new office working with young people impacted by the juvenile and child welfare systems, and she was the lead author for Laying the Groundwork: How States Can Improve Access to Correctional Education for People in the Criminal Justice System published by the Council of State Governments (CSG). Leah graduated from Boston College with dual degrees in Sociology and Communications and received a Masters in Strategic Communications from the George Washington University.
