Dr. Marcus Mills (he, him, his) is the Director, Program Services & Interim Director, Social Enterprise - Quality Assurance at the Center for Employment Opportunities (CEO). He oversees a cross-functional team that works to identify, test, and implement solutions to org-wide program delivery and social enterprise challenges, and he leads efforts related to operational efficiencies, risk mitigation, and compliance with internal policies. His team provides centralized support to program delivery, owns all aspects of scheduling for the organization’s 140+ work crews, and provides targeted support for CEO’s social enterprise—working to ensure effective, safe, and quality crews.

Joining CEO in 2017, he has held positions in Program Delivery, Employee Experience, and Program Support. Previously, he managed a program that provided educational services to over 550 incarcerated students in one of California’s largest state prisons. Dr. Mills holds a BA in Music, an M.Ed. in Cross-Cultural Teaching, and an Ed.D. in Leadership.
